3P Neighborhood Program

In 2023, the City Prosecutor’s Office announced the start of a new neighborhood program called “3P.” This pilot program was created as the result of one-time funding approved by the Long Beach City Council to develop a neighborhood prosecution strategy.

3P Neighborhood Program

3P creates “Partnerships” with community stakeholders to develop “Problem-solving” strategies in order improve “Protection” for residents, businesses, and others affected directly by crime. The goal of 3P is to leverage existing resources with targeted strategies that reflect the diverse needs of our city.

At the core of 3P are specially assigned deputy city prosecutors working with law enforcement, neighborhood leaders, city council offices, nonprofits, school officials and others to focus on Long Beach’s most urgent and persistent problems. One Deputy City Prosecutor will have a geographic focus in Long Beach Police Department’s North Division and West Division. Meanwhile, another Deputy City Prosecutor will have a focus in Long Beach Police Department’s South Division and East Division. City Prosecutor Doug Haubert will personally oversee the 3P activities citywide.

The 3P pilot will work closely with the City Prosecutor’s Priority Access Diversion (PAD) program, which combines housing assistance with mental health and substance abuse treatment. It will also coordinate with the City Prosecutor’s Homeless Court Program and local nonprofits that serve people experiencing homelessness.

The pilot will also work to expand the City Prosecutor’s “Stay Away” program to enforce court orders in a fair and effective manner to reduce recidivism and keep neighborhoods safe.
