City Prosecutor Doug Haubert recently announced that his office won a $900,000 grant to expand the Law Enforcement Assisted Diversion (LEAD) program in Long Beach. Details

BACKGROUND

LEAD Pilot Program (2017-2020).  With funding from the Board of State and Community Corrections (BSCC), City Prosecutor Doug Haubert helped start California’s first LEAD pilot program in partnership with the Los Angeles Office of Diversion and Reentry.   The LEAD pilot provided referrals from law enforcement directly into intensive case management.  Based on a successful model in other states, the Long Beach/LA County program assisted over 300 people in the Long Beach, Compton and Inglewood areas.  Funding for the LEAD pilot ended in 2020.

New LEAD Program. To continue and expand the success of the LEAD Pilot Program, City Prosecutor Doug Haubert sought a grant from the U.S. Department of Justice and was successful   in securing $900,000 in federal funds. 

The new LEAD program, called LEAD 2.0, expands LEAD services from just 8% of the City to 100% of the City.  It also increases the number of nonprofit partners who were selected by a competitive RFQ process.

Perhaps most importantly, LEAD 2.0 uses new technology, a smartphone application called GUIDES developed by software company Laserfiche.  The GUIDES app allows officers to refer individual to mental health, substance abuse, and shelter services.  The GUIDES app also makes it easy for officers to reconnect people in the LEAD program back to their case managers.
